Our family recently purchased a minivan and need to have a ramp conversion done so we can wheel our disabled daughter's wheelchair directly into the van. The cost is $10 - $12,000. Does anyone have suggestions for federal or state (CA) grants to fund the conversion.

It makes a rapid clicking noise when I turn the key but won't turn over. It started fine 2 days ago, but has been sitting in the driveway with temps below zero for the last 2 days. But the headlights turn on! so I don't think the battery is completely dead. It is a wheelchair lift van - lift runs off the battery too. Didn't try that.


Rapid clicking is the sound the starter solenoid makes from low voltage. I bet it would start right up with a jump, which would confirm a low battery as the cause.
