how do two people SAFELY transfer a person
from a wheelchair to a nursing home bed...the
person can NOT stand alone.....
There are a couple of options. How heavy is the person? Are they able to assist in any way? For example, putting their arms around the neck of the person doing the transfer?
If the person is fairly light & can at least put their ams around my neck, I prefer to do a one person transfer. Explain everything to the patient & anyone else helping in advance so they know what to expect. Get the w/c right up next to the bed & have someone behind it to pull it back on command. Get in close to the patient & put one knee between their knees. Have the patient put their arms around your neck & place your arms around the patient's waist. Rock a bit (usually 3 times) & then lift the patient up. (The second staff person moves the w/c back out of the way at this point.) Then pivot the patient 90 degrees & gently sit them on the bed. Then with one person at the shoulders & one at the feet, help the person lie down & get into a comfortable position.
If the person cannot help that much, or is too heavy, then you will need 3 to 4 people. Have the patient already sitting on a sturdy lift sheet or pad, which has been placed high enough to be behind the patient's back, almost up to the shoulders. Put the w/c right up against the bed; it should have removable arms & you will have removed the arm on the side of the bed. One person crawls onto the bed, one stands on the opposite side, one is at the foot, one behind the w/c. Everyone gets a hold of the patient or pad at the appropriate place (one supports the legs, two take ahold of the pad from either side, with hands far enough apart to support the hips & the upper back, & one if possible to support the shoulders). On the count of three, lift the patient onto the bed. The person on the bed has to sort of scramble backwards, which makes this a bit awkward.
Probably safer for the staff mambers, but often scary for the patient, is using a Hoyer lift to transfer. This cannot be described - you need to be learn this hands on with someone who knows what they are doing. For that matter, you really should learn any transfer techniques in person.

As long as the facility that he is swimming at is alright with the wheelchair being at the waters edge it is simple. If not the chair could just be moved by a lifeguard or attendant. Assuming that the person is able to get in and out of the chair by themselves their shouldn't be a problem. Out of the chair, sit on the edge of the pool and slide in.
A movie demonstration or illustrated pictures would be good.
The cot is so low and of light structure. In an emergency evacuation to a shelter this can be dangerous for workers and residents.
You ask the wheelchair user how to do it.

My mom has cancer basically everywhere, her neck, brain spine, uteris, etc... so she has limited strength in her legs and back. I have to take her to radiation every day to treat the lesions in her brain and just wondered if anyone new the best way to transfer her?
It helps if you do the transfer is as quiet a place as possible, so you can take your time - or your Mom can.
She won't be able to transfer quickly, but will appreciated being able to take her time - so plan on giving her time and space so she doesn't feel hurried.

Ask around your neighborhood, there is bound to be someplace that could help with expenses. If you are getting some kind of government medical assistance then they can also help with expenses. They have helped other people that I know to keep them from becoming "hermits" Also, if there is some kind of social service program in the community, that is what they are there for. They would at least be able to point you in the right direction.
