i live in the bayarea, and i have a family friend who i would like to find a wheelchair accessable housing, but i have no idea where to start, any help is appreciated
Look in the apartment or rental housing sections of the newspaper.
If you see one you might like, simply ask them if it is wheelchair assessible.
In some cases they may be willing to allow you to modify the rental to make it such. You will of course be responsible for those costs, but there are subsidies to cover them from different goverment agencies.

You don'y say whether the disabled person is a visitor or a tenant; whether it is a government owned complex or in what state it is located. It makes a difference.
Under the federal fair housing act a provider of housing must make reasonable accommodations for disabled occupants -- not visitors. It may include minor structural changes like adding ramps or widening doors -- at the tenant's expense. This expressly does not include adding lifts or elevators or detailing personnell to get them up the stairs. It MAY involve re-locating them to a lower floor if something is available.
Individual state laws may add requirements, especially for government owned projects.

Residents of the new Severnside homes joined ward member Cllr. Roger Evans to cut the ribbon at Brook Gardens, off The Leasowes in Ford on Wednesday 3 March.
The £1m development consists of 10 detached and semi-detached eco-friendly and energy efficient homes, for rent and shared ownership. All of the homes are of the latest timber-framed construction, and incorporate a number of green measures, including high levels of insulation, energy efficient gas condensing boilers, supplemental solar panels for heating hot water and gas filled double-glazed doors and windows, which aim to save around £535 per household, per year*.
