If your mother lives in New York and uses a wheelchair, a better option for her would be to use the special Access-a-ride service operated by the city, which brings a special van to her house to take her where she wants to go, all at a very reduced charge.

This problem employs the simple concept of conservation of energy (athough there are a number of ways to solve it).
Basically, the person in the wheel chair has an initial kinetic energy at the bottom of thr ramp,
KE = 1/2 mv^2
At the top of the ramp, some of that kinetic energy has been transfered into Gravitational Potential Energy,
PE = mgh
Since the mass of the person is constant, that drops out of the equation.
Solve for the change in PE and subtract this from the intial KE. Using the new KE, solve for the final velocity.

A wheelchair-bound man was killed when he plunged off a station platform here onto railway tracks and was run over by an express train, police said.
