My 2004 Ford Conversion van won't start.?

It makes a rapid clicking noise when I turn the key but won't turn over. It started fine 2 days ago, but has been sitting in the driveway with temps below zero for the last 2 days. But the headlights turn on! so I don't think the battery is completely dead. It is a wheelchair lift van - lift runs off the battery too. Didn't try that.

Rapid clicking is the sound the starter solenoid makes from low voltage. I bet it would start right up with a jump, which would confirm a low battery as the cause.

Grant for van conversion?

Our family recently purchased a minivan and need to have a ramp conversion done so we can wheel our disabled daughter's wheelchair directly into the van. The cost is $10 - $12,000. Does anyone have suggestions for federal or state (CA) grants to fund the conversion.

Contact your local Vocational Rehabilitation services office, maybe they will have some suggestions.

What about the striped area next to the handicapped space?

Can you get a ticket if you park right next to a handicapped space? I hope so. I know someone who does it and it's ticking me off. I really want to report him. I used to transport my wheelchair bound grandpa around in a conversion van that had a pneumatic lift on the side. We needed that extra space for the lift. I don't know how many times someone parked right up against us and we had to wait until they came out before we could leave.

In my state you can. I'm sure most, if not all, other states have similar laws.

Not only parking in a handicap spot, but anything you do to obstruct that spot is illegal also.

Here is the Wisconsin law:

346.505(2)(b) No person may park, stop or leave standing any vehicle, whether attended or unattended and whether temporarily or otherwise, upon any portion of a street, highway or parking facility so as to obstruct, block or otherwise limit the use of any portion of a street, highway or parking facility reserved, by official traffic signs indicating the restriction, for vehicles displaying special registration plates or placard.

We have certainly come a long way when it comes to empowering mobility-challenged people, which includes the wheel-chair bound, paraplegics and the elderly. Indeed, modern technology has provided new ways in which the physically handicapped can lead lives less encumbered by their limitations. And in the case of handicap-accessible vehicles, there have been some significant improvements in the last decade. Handicap vans can be generally classified into three types. The first type is what we call the Up Front type. This allows the disabled person to occupy the vehicle’s front seat, just beside the driver. The second is the Rear Access type. As its name implies, this kind of vehicle allows...
