Actually, New York City is one place where people WON'T stare at your uncle in his wheelchair!!
You see, NYers see people in wheelchairs almost every day, and that, combined with the fact that NYers are all always in a huge hurry, and therefore too busy to stare at anybody, means that people will NOT stare at him here at all, so relax about it!
The only thing I would caution you about is that, since, as noted above, NYers are all always in a hurry, be aware of that as you go through the city and be sure to leave room for folks to go around you if they have to, OK?
Other than that, though, you'll have zero problems here at all, so enjoy!!

Well...first I have to ask about ambulation. Some professors and professionals believe that ambulation should only be used to mean walking. I'm not sure if this applies to your assignment, but I thought I should state that first.
Second, to go up the stairs by themselves they need to be strong, have good balance....etc. I have only known of men who have suffered spinal cord injuries actually attempt both of my answers below. They were athletes in wheelchair sports.
The person can get out of the wheelchair. Getting on butt and hands they can scoot up the stairs and pull the chair with them. This is the safest.
The other option is for the person to back up to the stairs, leaning back into a wheelie. They place there hands on the rims and forcefully propel backwards, popping themselves up the stair. With this option you have to be careful with the depth of the stair. The narrower the stair, the harder it is to tilt back into a wheelie.
