Yes, it is chair accessible (for the most part it is anyhow).
Boston is a city that was built on hills and it is quite hilly in places (like getting up to Bunker Hill). But some of the buildings are very old and I don't know for sure if all of them are ADA Compliant (some, due to age, may be ADA exempt). Also, the USS Constitution may not be chair accessible. I don't know for a fact though.
I would recommend that you look at these sites for more info.

My brother in law has very debilitating CP. He lives with his mother who is not well off and the house is not wheelchair friendly AT ALL. His mother has just been picking him up and carrying him room to room for years, but is aging and may not be able to do it much longer. Does anyone know of any programs that may be able to help his family make changes to the house for give both mother a break and son a little freedom?

I am a Wheelchair User and I personally find the phrase "Wheelchair Bound" to be offensive. I prefer the phrase "Wheelchair User".
A person is not attached to a wheelchair. A wheelchair gives mobility and freedom to a PWD wheelchair user.
The questions are these:
1. Do you find the phase "Wheelchair Bound" to be offensive?
2. Why or why not?
3. What phases(s) do you prefer instead of "Wheelchair Bound"?
I am interested in other people's answers giving me their opinions about the phrase "Wheelchair Bound".
Thank you.
To Alison: When you say 'that people with disabilities and the broader community are completely sick of the politically in/correct nonsense", I disagree with you because there are various PWDs including people with intellectual Disabilities that prefer and use People First Language (PFL) for various reasons. But there are other PWDs that do disagree with Political Correctness (PC) and do not like PFL for various reasons. There are certain USA states that has passed and made PFL into state law. Yes, you are correct about various PWDs including myself reclaiming certain offensive terms for their own use. I have personally reclaimed "Gimp", "Cripple", amd "Crip" to use these terms as a "Shock Value Technique" against Non-PWDs (Outsiders) for various reasons.
To Alison: Concerning my dislike of parents, partners, significant others, siblings, friends and so forth of people with disabilities who "think that they are members of the PWD Community simply because they are associated with a PWD", there are various other PWDs (including myself) that do have the viewpoint of parents, partners, significant others, siblings, friends and so forth of people with disabilities are NOT members of the PWD Community simply because they are associated with a PWD". In the book titled "The Ragged Edge - The Disability Experience From The Pages Of The First Fifteen Years Of The Disability Rag" in the chapter titled "Questioning Continuum", the author who wrote the article IS profoundly Disabled and does has the same viewpoint and expresses the same vewpoint of parents, partners, significant others, siblings, friends and so forth of people with disabilities are NOT members of the PWD Community simply because they are associated with a PWD".
To Alison: By having such a viewpoint, it helps prevents possible oppression of PWDs fron Non-PWDs. This is also one of the the reasons why "CLOSED PWD Groups" are in existence. Sometimes the PWD Community has to "shut out" the Non-Disabled for the need of "Community", "Identity", and "Privacy". Because some PWD groups are closed to Non-PWDs (Outsiders), having a "Closed PWD Group" can become a divisive issue. I do completely endorse and completely support "Closed PWD Groups". Even though a Non-PWD might be a spouse/parent/caregiver/other person, they can NOT completetly understand and can NOT completely relate in having a Disability. Read the post by drann1938.

To Alison: I do know that various Autistic persons do NOT consider NT parents to be a part of the Autistic Community BUT these Autistic Persons do consider NT parents to be a part of the Autism Communnity. These Autistic Persons consider the Autistic Community and the Autism Community to be different from each other with each community usually having different agendas (Non-Cure VS Cure) concerning Autism. By yes, various PWDs DO have the viewpoint of parents, partners, significant others, siblings, friends and so forth of people with disabilities are NOT members of the PWD Community simply because they are associated with a PWD".
Yes, I find the words "wheelchair bound" and "confined to a wheelchair" offensive and ignorant. They make it sound like the wheelchair is a horrible thing, but it's really a good thing, because it enables people with disabilities to get around and be more independent than they would be without it.
Words like "wheelchair user" and "uses a wheelchair" better in my opinion.

This woman made a career out of filing lawsuits in numerous states and the taxpayers paid. Is there anything that can prevent this from happening again without appearing cruel to the disabled?
South Pasadena settled Medley's claim for almost $7,000 for one allegation that a bus dropped her off near what she called a non-ADA compliant roadway, causing her wheelchair to topple over.
Police said a paraplegic activist for Southern California's disabled managed to leap from her wheelchair and run.
Police said Laura Lee Medley, who repeatedly filed claims and lawsuits for noncompliance with the Americans with Disabilities Act, was a con artist.
Officers said Medley, 35, leaped from her wheelchair and ran for freedom after being placed under arrest by Las Vegas police. The barefoot woman was caught after a brief pursuit.
According to authorities in Southern California, Medley was never disabled but used her supposed condition to file many medical claims and lawsuits.
Well you got to think of it this waymany people who get ssi and disability are not really the ones that need it I see many leach of society acting disabled when in fact they are not but good con artist....I believe unless you are not able to work compleately or are old enough to collect and have worked for it....Then you shouldn't get it any way....If you can at least push a button you can work....I hope that helped some.
More freedom to watch the Football instead of driving her to the shops everyday. Also there is quite a steep hill from the main road up to the estate if she rolls backwards into a car do I have to pay for the repairs to the car ????

Wheelchair accessible vehicles: Kia Soul Freedom Van | Kia-World ...
Wheelchair accessible vehicles are remodeled cars, vans or SUVs that enable disabled people to travel in them while remaining seated in their wheelchair either as a driver or passenger. Such vehicles are usually based on standard car models and include additional features such as a lift or a built-in ramp, wheelchair tie-downs and seat belts for wheelchair users to keep passengers secure and to aid entrance into the vehicle.
In Australia, there is a company called Freedom Motors that coverts regular cars to wheelchair accessible vehicles. They offer a range of eight different vehicles to wheelchair users, with two of them wearing Kia badges.
