Not sure whether can have walker at seat and whether walker is too big to go down aisle or to enter washroom. Also I wonder if the washroom is big enough to accomodate a caregiver with the handicapped person.
Most lavatories will not accomodate a walker very well at all. Some larger aircraft have a wheelchair accessible lavatory but this feature is dependent on the airline, andthe configuration of the airplane. I suggest a cane or two. The lavs do have hand grips though, so that should help.
Walkers are often gate checked, stowed in the cargo bin & brought to the jetway upon arrival like strollers and baby carriers. Even if they are collapsable, they may be too wide to be stowed onboard. This is another factor to consider. Additionally, the aisle may be too narrow to navigate with one. Aisles are around 15" to 18" at the largest.

If getting to the lav is a potential problem, book a seat nearest the lavatory and the passenger can hang on to the seatbacks or armrests along the way.

Nearly my entire house is carpeted and I've noticed my nephew has a difficult time in his walker at his house- also carpeted. So I want to avoid all of that. What do you recommend?
Is the jumperoo as good as the excersaucer?
Both are good. Yeah, I just wouldnt use a walker if everywhere is carpeted. It may frustrate the baby too much.

But, I have heard that certain walkers can be dangerous. Can someone please explain to me what I should look for in a walker?

Most people consider walkers that have wheels to be unsafe. However, what is unsafe about them is not the walkers themselves but the people who use them without the common sense to realize that it is NOT a good idea to use them upstairs, where the baby could tumble down. It just seems like something that would be obvious, but it is not.
The alternative to walkers with wheels are the stationary entertainers. These look like walkers, except they have no wheels and have a plastic "floor". They still allow the baby to excercise the muscles required to stand, but not the actual walking.
I recently saw one that was a "hybrid". I do not remember the brand or model, but it could convert between a walker with wheels and a plastic floor. I think that will be what we purchase for this child when she is old enough (she is not even born yet). I saw this at either Babies R Us or Toys R Us, it was on display.

My daughter is 8.5 months old. She can crawl and pull herself up with help of furniture. She is even trying and done some crusing. Should I get her a walker? Will it really help to learn her walking? I have heard that using a walker can delay baby walking as they get too much dependent on walker and prefer using walker than walking independently.
There really is no point in getting a walker. I never used one with any of my kids because from everything I've read, they can be dangerous. The only safe ones are stationary.
