Can you recommend a secure and safe way to store a mobility scooter outdoors in a relatively small space
There is no really safe way unless you can lock it into concrete. Any small storage space is easily stolen unless it is. Locking the wheels only prevents someone rolling off with it. I've known several people who have had scooters stolen when they have only left them outdoors for a few minutes - locked and secure in small sheds. One had a neighbor see it hauled off with a fork-lift, but the neighbor thought the shed must have been sold to them because it was in daylight.

I am handicapped and I am going to Philippines and I was wondering if I am allowed to ride my mobility scooter to the flight gate and have it stored under the plane once at the gate and retrieve it again at the arrival destination? is this also consider part of my baggage?
I bet you can, but if not, the airport will provide you with a wheelchair and someone(s) to take you and your luggage to the gate. I know there was no additional charge when I took my aunt last year, but a lot of airlines have been charging for the secong piece of luggage, that used to be included with your ticket. If you still need more help, checking the hadicap section provided on all airport websites should be able to answer your question.

A mobility scooter rider, as well as a person riding in a power wheelchar is a pedestrian, and can legally be ridden anywhere a pedestrian is allowed to walk.
That means that it no more belongs in a traffic lane than a pedestrian. There are places and situations where a pedestrian must cross or be in a traffic lane, but these situations would only occur when crossing a roadway, or if the regular sidewalk of footpath is inaccessible. In both of these cases, the chair rider should take the same precautions as any pedestrian, such as crossing only at intersections or crosswalks, ride the side of the road FACING traffic and exercise all the same caution as a pedestrian.
That means that these scooters should not use traffic lanes, turning lanes or any part of the roadways reserved for motor vehicles.
The point of having these scooters and chairs is for folks like your mother to be ABLE to go to the store, the movies or visit friends. But, I offer the same advice I give to bicyclists. One should not behave like a vehicle one moment, and a pedestrian the next. Automobile drivers can't know what to expect when that happens and that is a major reason people get killed.

PLYMOUTH, Mass. — For the past five years, Bob Charlebois has helped visitors find their way around Plimoth Plantation's Wampanoag Homesite at the nonprofit living history museum dedicated to the Native Wampanoag and Colonial English people of the 17th century in Plymouth. This dedicated museum employee educates visitors about the history of indigenous people and how his culture influenced the area. Now he is in need of help to continue moving around the museum and educating generations of museum guests.
A member of the Sokoki Nation, Odanak First Nation, of Quebec, Charlebois had polio as a child and suffered some mobility limitations as a result. The last few years he has relied heavily on a power wheelchair for mobility. However, more than two weeks ago, that chair broke forcing him to become homebound and rely on crutches. Without a working chair, it was impossible for Charlebois to continue his work at Plimoth Plantation. The museum wasn't the same without him, so Plimoth Plantation Development Associate Chris Raus tried to replace the damaged unit but couldn't find a way. Then she called The SCOOTER Store.
