I want to buy an electric (non mobility scooter) and use it within my town in New Jersey however I am wondering something What is the speed limit a person with an electric scooter can go before it becomes illegal and does it really require a moped / motorcycle license even if it goes 19 mph?

the old ones and fiting the new ones, i know roughly how to do it but id really like some tips of do/do not's etc and any other advice so i dont get it wrong, thanks very much for your help.

First find were the old batteries are, then using the correct size spanner looses the battery connections. The batteries will be held in place by a metal frame or clip, both have bolts holding them in place. Remove the bolts and the frame, the batteries can now be removed. Fitting the new batteries is the reverse of the strip out.
Don't forget to take the batteries to the tip for disposal.

I assume it has a battery powered electric motor. If where you vacation is mostly flat ground you can do either of two things: #1. Install a larger sprocket on the motor by one or two teeth. Measure the motor shaft with a vernier caliper to find out if it's metric or standard. Go to any bearing company in your area as they can get any size: # of teeth, shaft and pitch (Distance between teeth).
#2. Install a larger rear tire circumference. If you want to get fancy a slightly larger diameter wheel rim / tire combination.

It's important to do one or the other of these ideas. If you try to do both the poor little electric motor may not have enough power for the higher gear ratio.
Another thing. Most of these little carts are made in China and everything will be metric.

a friend of the family has just bought a £1000 scooter but with this chap being a big bloke i think his weight slows it down, when others are on it my self included it still has a nice little speed about 6mph and im 15 stone , is there any thing we could do for him to make it a little more powerful maybe 8- 10 mph when he's on it? if so whats the best thing to try? would a bigger battery help? please genuine answers only thank you.

Hi! they are sold with different power 4/8/10mph. the more power the better they go. have you tried turning the power knob up? You need this to make it go slower when you, shall we say coming in your front door it needs to go slow.
